چکیده

Research Summary: Prior macro-level studies examining the impact of prison population growth on crime rates have produced widely varying results. Studies using national-level time series data find large impacts of prison growth on crime, whereas those using state panel data find more modest ones. Critics of the former studies maintain that the estimates are implausibly large, arguing that the effects are instead due to analysts’ inability to control for potential confounding factors. Conversely, critics of the latter studies argue that they underestimate the total impacts of imprisonment by failing to account for potential free-riding effects. This study uses panel data for 58 Florida counties for 1980 to 2000 to reexamine the link between prison population growth and crime. Unlike previous studies, we find no evidence that increases in prison population growth covary with decreases in crime rates.

The Effect of Legislated Reductions in the Prison Population on Crime Rates

As a major aim of incarceration is to reduce crime, it is important to understand the extent to which it does so. Isolating the effect of prison on crime can be difficult because of reverse causation: higher crime rates also tend to lead to larger prison populations. This paper utilizes state legislated reductions in the prison population to address this question. These policy changes were adop...

Public Safety Realignment and Crime Rates in California

S u m m a r y C alifornia's corrections realignment plan quickly and significantly reduced the state's prison population. The reduction, motivated by a federal mandate, was achieved by sentencing lower-level offenders to county jails rather than state prison and by giving counties, rather than the state, most of the responsibilities for parolees. Although county jails absorbed many of the offen...

Crime, Punishment, and American Inequality

The growth in income inequality over the last 25 years was tracked by the growth in prison and jail incarceration rates. We report age-specific incarceration rates by education, race and ethnicity and relate these to the growing dispersion of men’s incomes. We then review research linking the growth in the penal system to rising inequality. Some researchers trace rising inequality to rising cri...

How Much Crime Reduction Does the Marginal Prisoner Buy?

We estimate the effect of changes in incarceration rates on changes in crime rates using state-level panel data. We develop an instrument for future changes in incarceration rates based on the theoretically predicted dynamic adjustment path of the aggregate incarceration rate in response to a shock to prison entrance or exit transition probabilities. Given that incarceration rates adjust to per...
